The Elastos Council
What is the Elastos Council? The Elastos Council is a decentralized governing body within the Elastos ecosystem consisting of 12 elected members. Unlike traditional Councils or boards of directors, the Elastos Council is a distributed body of individuals who may not know each other personally. All consensus actions are conducted through proposals and voting on the blockchain.
What is the role of the Elastos Council? The Elastos Council is responsible for governing the community. Council members review, vote on, and oversee the implementation of community proposals that shape the future of the Elastos network.
How does the Elastos Council operate? The Elastos Council operates as a decentralized entity whose collective decision-making is facilitated by blockchain technology. The Council is represented by a permanent ELA wallet address where the ELA available to the current Council is stored.
Are there any restrictions during the election period? Yes, during both the election and transition periods, the Elastos Council cannot promote any Suggestions to Proposals. This ensures the integrity and fairness of the election process.
Candidacy and Voting
Who can run for the Elastos Council? Any community member with an Elastos DID can participate in the Elastos Council Election.
What is required to become a candidate? Candidates must have an Elastos DID, issue an election participation transaction in their wallet, and have 5,000 ELA to stake in order to verify their eligibility.
What happens to the 5,000 ELA deposit? If a candidate is not elected, the full deposit will be returned. For elected members, the deposit serves as both a Council Member deposit and the required deposit for the member’s Supernode. After their term, the deposit is returned based on term served, proposal voting participation, and any Supernode penalties.
Do Council members earn rewards? Yes, Council members earn approximately 36% APR as rewards. This is because they consistently participate in the reward distribution system known as BPoS (Bonded Proof of Stake). In each arbitration cycle, which consists of 36 blocks, 12 Council nodes and 24 randomly selected regular validators are chosen to share 35% of the newly mined ELA coins. Council nodes have a superior position, as they are guaranteed to be included in every cycle, ensuring consistent earnings.
How does voting work? Each ELA held by a community member equals one vote they can cast. Votes can be fractional and distributed among multiple candidates. For example, with 18.5 ELA, you could cast 10 votes for Candidate A and 8.5 votes for Candidate B.
What wallet do I use to vote? To participate in the Elastos Council Election voting, you need to use the official Elastos wallet that supports DAO voting functionality. The Elastos Essentials wallet is the recommended option, as it provides a comprehensive interface for all Elastos governance activities, including Elastos Council voting. The wallet allows you to view candidates, cast votes, monitor election results, participate in proposal voting, and manage your ELA holdings securely. Remember that you need to have your ELA in a wallet where you control your private keys to participate in voting. ELA held on exchanges typically cannot be used for voting purposes.
Council Membership
How long is the term for Elastos Council Members? Council Members serve a term of one year, specifically the time period of 262,800 main chain blocks.
What happens if there are vacant Council seats? When the number of Elastos Council Members falls below 2/3 of the total number of available seats, Council Member Elections will be automatically initiated.
What responsibilities do Council Members have? Council Members are responsible for governing the community,, operating a DAO Supernode, and voting on community proposals.
What rewards do Council Members receive? Elastos Council Members receive the privilege and responsibility of operating their own automatically active DAO Supernode, which generates block rewards from the network. While these Supernodes don’t receive voting rewards (as they aren’t elected through the regular Supernode voting process), they do earn block production rewards as part of the consensus mechanism.
Can Council Members be removed from their position? Yes, Council Members can be impeached if community votes against them exceed 20% of the circulating ELA supply. Members can also be removed if their Supernode goes into jailed status, or temporarily suspended if their Supernode becomes Inactive. Learn more here.
What happens to the deposit if a member is impeached? For impeached members, their deposit return is calculated based on the portion of their term served and their proposal voting participation.
Getting Involved
How can I participate in the election? As a voter, review candidate profiles and cast votes using your ELA holdings. To become a candidate, ensure you have an Elastos DID, prepare the 5,000 ELA deposit, and issue an election participation transaction in your wallet.
When should the community submit Suggestions? Due to restrictions during the election and transition periods, submit Suggestions after June 14th.
